After Lubbock becomes competitive, people and businesses can choose their own Retail Electric Provider (REP) and electricity plan, instead of being obligated to use Lubbock Power & Light.

Competition in Lubbock is scheduled for March 4, 2024. Beginning January 5, 2024, customers of Lubbock Power & Light will have the option to choose their preferred retail electricity provider (REP).

The responsibility of Lubbock Power & Light includes the transportation and delivery of electricity to residences and businesses. They are also tasked with maintaining electrical equipment, such as meters, electricity wires, and poles. If you encounter issues like an outage, a fallen pole or wire, or problems with your meter, you can reach out to them for assistance.

Lubbock electricity competition will not impact City of Lubbock Utilities. City of Lubbock Utilities will continue to serve the area with other utilities: water, storm water, wastewater, and solid waste.

Your chosen Retail Electric Provider (REP), distinct from Lubbock Power & Light, is the company from which you buy electricity by selecting a specific electricity plan. REPs handle tasks such as electricity billing, customer service, and payment processing. For tasks like setting up or connecting your electricity service, transferring your service, or obtaining answers to billing inquiries, you can reach out to your REP.

Your default provider will be assigned between February 15 - March 1 based on your rate class, but you retain the flexibility to switch at any time following the opening of the market.

When you transition away from LP&L, your energy bills will look a bit different than you are used to. Your new electricity bills will include several charges that are assessed by different players involved in delivering energy to your home.

Here are a few of the charges that will factor into your electricity rates:

• Delivery Charge: Part of your electricity bill will include a line item called delivery charges. These charges help pay for the maintenance and management of the poles and wires that deliver power to your home, as well as the meters that measure that power. Delivery charges come from the TDSP. In Lubbock, your TDSP will be Lubbock Power & Light.
• Transition Charge: LP&L will also be assessing transition charges to help cover the costs associated with the switch to ERCOT.
• Energy Charge: Energy charges cover the costs of the electricity you’re using at your home. These charges are assessed by your retail electricity provider.

Under a fixed-rate electricity plan, the monthly energy charge for electricity remains consistent throughout the plan's duration. The price can only be adjusted to account for actual changes in utility charges, modifications to administrative fees by the Electric Reliability Council of Texas (ERCOT) or Texas Regional Entity, or alterations mandated by new laws or regulatory actions at the federal, state, or local levels that introduce or modify fees or costs. These plans usually involve contracts lasting from three to 36 months, making them suitable for both homeowners and renters.

Month-to-month variable-rate plans typically come without cancellation fees. The energy charge, which determines your monthly bill, may vary each month under this plan. This option is advantageous for customers seeking flexibility with a month-to-month term and the absence of early cancellation fees.
